Redding's New City Manager Sets Priorities

Redding’s new city manager has given the City Council a list of his priorities for the next 6 to 12 months.

One of the things that was brought to the attention of the City Council was that Barry Tippin had no goals to measure his performance in his employment contract. 

So Tippin, the former assistant city manager and director of the Redding Electric Utility, came up with a list of 42 items he'd like to complete within the next year.

To help with that plan, he asked a 15-member citizens panel to help.

Matt Mosely, who served on the committee, told the council that one of the things that concerned him as a private business owner was the lack of measurable performance goals in the contract.

“I like what you guys did because you said, ‘No we are going to put in some measurable goals and we are going to empower our new leader to come up with those goals and how he would like to be measured.’ I think that was very, very wise and I think it will benefit our community in the long run.”

Among the goals is the hiring of a new police chief. Tippin fired former chief Rob Paoletti on his first day in office.

He also has instituted a hiring freeze until the budget is under control. He told the council the city is down 120 employees from where it should be.

Finally, Tippin said he wants to focus on economic development and would like to take a fresh look at the Stillwater Business Park, which has been vacant for nearly 10 years.

Tippin promised to bring the council periodic updates on his progress, with the next one scheduled for October.
