As the first phase of debris removal from the North Complex burn area wraps up, the second phase – removal of larger debris – is getting underway.

Anna Loughman, Phase II Debris Removal coordinator for Butte County, says during this phase, they start removing non-hazardous materials such as ashes and leftover items from residential properties.

“The county passed an ordinance requiring property owners to complete either a government-sponsored debris removal or what we call the Alt Program, where they hire their own contractor,” she said. “They have to do one or the other, they can’t opt out of both of them.”

Loughman says property owners must submit a right-of-entry form for either removal option and there is a registration deadline.

“December 15th is the deadline to submit an ROE for the government program and the government is planning to start debris removal for Phase II December 1, and so there is an urgency for everyone to get the form completed and submitted into Butte County,” she said.

The required ROE form can be found online at buttecountyrecovers.org/northcomplex or at the ROE Center in the Oroville branch of the Butte County Library, 78 Mountain Boulevard.
