Californians Fall Short Of Water-Saving Goal For Second Consecutive Month

State officials say Californians missed their 25 percent water conservation mandate in November for a second month running.

State Water Resources Control Board Chair Felicia Marcus wouldn't say exactly how much residents fell short of the target.

But the Board did say despite the setback, California is still on course to beat its long-term goal through February.
