Chico, Redding, Yuba City Municipal Leaders Gather Tonight

City of Redding

Town councils are meeting in many local jurisdictions to weigh issues of importance tonight.

Redding

Redding officials are being asked to approve minor changes to the speed limits on certain segments of certain roads. The changes are being proposed to make speed limits more enforceable under state law.

Redding’s council will also be asked to approve a wildfire risk reduction plan prepared by the city’s municipal utility. The 24-page report includes a mapof risk zones within the city.

Yuba City

In Yuba City, officials looking to encourage affordable housing are set to consider abolishing permit and development fees for mother-in-law units.

Currently, permit fees for a small habitable backyard unit exceed $22,000. Officials believe the costs are prohibitive and discourage development.

Development fees have risen sharply since Proposition 13 as municipalities try to replace lost revenue. Yuba City caps the size of mother-in-law units—dubbed Accessory Dwelling Units—at 1,200 feet.

Chico

Accessory units are also on the docket in Chico, where officials will consider dropping an owner-occupancy requirement. If approved, absentee landlords would be allowed to rent out both a house and a mother-in-law unit on the same property.

Currently, a property owner must reside in one of them. The proposal tentatively before the council would retain the rules in an area north of the Chico State campus.

Chico’s council will also be asked to appoint persons to a local Groundwater Sustainability Agency and to the town’s Cannabis Advisory Committee.
