The Butte County Board of Supervisors voted Tuesday to send an opposition letter to the state over proposed changes to needle exchange regulations.

The California Department of Public Health says the changes would make clear the state can authorize needle exchange programs regardless of local bans.

Supervisor Tod Kimmelshue said needle exchanges should be tailored to the needs of local communities.

“I would hate to have the state of California telling each and every county how to do a needle exchange program,” Kimmelshue said. “If, in fact, we ever decide to do that, I think we need to come up with our own program.”

Supervisors in Yuba County also approved a resolution Tuesday opposing the state proposal.
