‘Sign Sign Mural Project’ explores sign language as essential tool | Chico State’s pumpkin drop tomorrow | Democratic lawmakers try to address crime without increasing penalties
You may think sign language is beautiful, but do you think it’s necessary? That’s the question artist and activist Valerie Rose is posing to the Chico community in her new “Sign Sign Mural Project” on Park Avenue. Also, Chico State will celebrate Halloween with a smash as it hosts its 34th annual pumpkin drop tomorrow, and California’s Democratic state lawmakers have largely resisted efforts to increase criminal punishments but as retail and car theft surges they’re looking for other ways to crack down.

Interview: Secretary of State asked to monitor Shasta County elections | Whistleblower concerned about Shasta County health officer | Chinook salmon numbers critically low
A nonpartisan coalition of voting rights advocates has requested California’s Secretary of State to oversee Shasta County’s special election next week. Also, a whistleblower has told Shasta Scout that Shasta County’s new public health officer isn’t the person the hiring committee recommended, and there are so few chinook salmon returning to spawn this year that some state biologists worry about extinction.

Shasta County officials quarrel about new voting machines | More unhoused residents to be cleared in Chico | Chico State’s Pumpkin Drop is a smashing good time
Shasta County officials continue to debate how ballots will be counted, with a special election coming up in less than a week. Also, Chico is planning to issue more anti-camping enforcement notices to those experiencing homelessness and living in tents or makeshift shelters on sidewalks and other public spaces in the city, and yesterday students from Chico elementary schools had a blast watching pumpkins being thrown off a crane at Chico State’s 34th annual Pumpkin Drop.

Flooding inevitable in Paradise but able to be mitigated | ‘Forever chemicals’ found in some North State drinking water | California hospitals are closing maternity wards
The town of Paradise is working to mitigate future flooding as climate change makes storm events more common and there’s less vegetation after the 2018 Camp Fire which makes flash floods more likely. Also, Redding, Oroville and Weaverville were recently found by the Environmental Protection Agency to have harmful chemicals in their water distribution systems, and nearly 50 maternity wards in California have shut down in the last decade including in Plumas and Shasta counties.

Chico State returns land to Susanville Indian Rancheria | State funds for CapRadio’s new downtown facility put on hold | Chico’s Christmas Preview this weekend
Chico State has completed a historic agreement to transfer ownership of an unused parcel of land to the Susanville Indian Rancheria in Lassen County. Also, a Sacramento lawmaker has placed a hold on two million dollars in state funds that had been earmarked for CapRadio’s new downtown headquarters, and this Sunday Chico will host its annual Christmas Preview downtown to celebrate the winter season.

The city of Chico is showing support for overturning a court decision that calls it unconstitutional for cities to remove unhoused people from the streets if there’s nowhere for them to go. Also, Chico State skilled trades workers went on strike yesterday, joining more than 1,000 fellow union members across California calling for better working conditions, and if you’re a PG&E customer, a decision tomorrow by the California Public Utilities Commission could have an impact on your monthly energy bills.

Chico enforced anti-camping laws in three places across the city last week; campers say they have nowhere else to go. Also, the California Public Utilities Commission recently approved a massive rate hike for PG&E customers, and a person in their 30s has been announced as the first person to die from complications of the flu in Butte County.
