Butte, Sutter, Tehama Board Of Supes To Discuss Fire Tax Districts, Mental Health, Property Seizure

The Butte County Board of Supervisors is scheduled to hire McCarthy Building Companies, Inc., to design, build and deliver the county’s jail expansion project and construct a new morgue and evidence locker. Ninety percent of the costs are being paid for by the state as Sacramento continues efforts to comply with a U.S. Supreme Court order to reduce overcrowding in state prisons. 

The board is also scheduled to accept a report about possibly establishing special tax districts to pay for rural fire protection.

The Sutter County Board of Supervisors will consider accepting nearly $5,000 in grant funding to support agricultural officials’ monitoring of the light brown apple moth, buying a new backhoe for the road department and adjusting and amending several mental health programs and services.

The Tehama County Board of Supervisors is expected to approve feasibility studies for reducing the flood risk to both the communities of Gerber and Vina. The studies – amounting to $2.5 million – will be paid for by the Department of Water Resources.

The board will also receive a report concerning replacing the Jelly’s Ferry Road bridge over the Sacramento River.

It’s also expected to reauthorize an agreement with federal officials enabling authorities to seize property and assets from alleged lawbreakers before trial. Butte County officials are set to consider a similar agreement. A representative of the Tehama County Sheriff’s office said it has participated in the program for about 15 years. Aimed at drug cartels, the Federal Asset Forfeiture Program lets local law enforcement retain some of the proceeds of such seizures. Civil liberties groups have opposed such programs, saying the innocent are entrapped without due process and that revenue sharing agreements create conflicts of interest.
