Redding City Council Members Clash Over Disbanding Electric Utility Commission

Things got testy between Gary Cadd and the other Redding City Council members during a discussion about the Electric Utility Commission. North State Public Radio’s Kelly Frost has more from last night’s meeting.

Cadd accused the city staff of not following the direction of the council after the question of whether or not to disband the commission came up.  At the last meeting the same idea was floated, but Kristen Schreder made a motion to have staff come back with more information about what the commission does, and how much it costs.  Cadd thought that meant the question of whether or not to disband the commission would not come back.

Cadd: “Staff needs to do what we directed them to do.  And we did not direct them with council woman Shreder’s motion that she made, because I made sure of that by my amended motion.”

Cadd then asked for the item to come back again, this time agenized as an item to do away with the utility commission.  But Mayor Francie Sullivan did not agree.

Sullivan: “Mr. Cadd it would appear what we have here …”

Cadd: “Would you mind if I continued ...”

Sullivan: “I would actually ...”

Cadd: “Well I’m sorry but you’re going to have to …

Sullivan: “We have other people that we are calling on here to speak, and I asked a question of the entire council.  We have a difference of opinion…”

Cadd: “Since when did this council start telling council members when they can talk.  I don’t interrupt you when you talk, I don’t interrupt Miss McCarther when she talks, I don’t interrupt Miss Schreder, and I don’t interrupt Mr. Weaver.  And I don’t think it’s nice to be interrupting me.” 

But on a four to one vote, the council did eliminate the seven member commission.  Elsewhere, the council voted to authorize $90,000 to hire a consultant to help the city and the county come up with a strategic plan to deal with public safety.  It also decided not to take up Cadd’s proposal to bring the city’s medical marijuana policy in line with Shasta County’s more restrictive rules.  Council Member McCarther asked instead to table that issue until there is more clarification of state and federal laws.  For Northstate Public Radio News, I’m Kelly Frost in Redding.
