80% partial solar eclipse could be visible this weekend | PG&E to begin remediation work on Butte Creek canal breach | Shasta supervisors double down saying they won’t comply with ballot hand-counting ban
North State residents could be able to see a remarkable partial solar eclipse on Saturday. The eclipse will appear as a “ring of fire,” as the moon’s orbit passes between the earth and the sun, blocking all but a narrow outer ring of the sun’s light. Also, Pacific Gas and Electric now has the go ahead to proceed with clean up of Butte Creek following a canal failure this summer, and the Shasta County Board of Supervisors has doubled down on their opposition to a new law barring hand-counting ballots in elections in counties with more than 1,000 registered voters.

Berry Creek residents are celebrating the recent Butte County Board of Supervisors unanimous decision to give Bear Fire survivors an additional 18 months to live in RVs and trailers on their properties, but some in the burn scar still have concerns about the price of permits and the rebuilding process. Also, the Nor Cal Roller Girls are gearing up for their first home game since the COVID-19 pandemic, and the California Department of Water Resources is hosting a series of rafting trips on the Feather River through mid-November.

The City of Chico is preparing to clear another series of homeless encampments. NSPR spoke with some campers who have been forced to move around ten times. Also, Chico City Council member Addison Winslow was issued a cease and desist letter by the city attorney last week requesting the councilmember halt disclosing information from closed sessions. and approval of a grant application to the county for funds to be used for outreach and emergency sheltering of unhoused people is to be discussed by the Chico City Council today.

Short-term rentals in Chico generate five-fold increase in Transient Occupancy Tax | New report finds Chico State followed proper procedures in investigation of biology professor | Energy Commission holds meeting about Fountain Wind Project
There are around 300 short-term rentals in Chico, which generated more than half a million dollars in taxes last year. Also a recent report found that Chico State did not violate any policies or mishandle the case of a Chico State professor who had a sexual relationship with a student and allegedly threatened gun violence on campus, and the California Energy Commission held an informational meeting in Anderson yesterday to discuss the Fountain Wind Project that would be the site of 48 turbines in eastern Shasta County.
