Fire survivors express relief for state tax exemption on PG&E settlement funds
A new law gives a state income tax exemption to survivors of the Camp Fire, North Bay Fires and Butte Fire who qualified for settlement money from PG&E. Gov. Gavin Newsom signed AB 1249 into law at the end of September. It will also refund any state taxes previously paid on the settlement money.

AG Bonta unveils guidance for proposed housing in wildfire-prone areas
California Attorney General Rob Bonta has announced new guidance for local governments to use when evaluating proposed housing developments in fire-prone areas. The guidelines unveiled Monday are intended to be part of the environmental review process for new construction.

Five California tribes collaborate to protect marine ecosystems
California’s Ocean Protection Council recently approved nearly $4 million for a collaboration between the state and five tribes to protect marine ecosystems, according to The Associated Press. The Tribal Marine Stewards Network was founded by the Tolowa Dee-ni’ Nation, Resighini Rancheria, Amah Mutsun Tribal Band, and Kashia Band of Pomo Indians.

Prop. 28 would increase funding for arts education
Proposition 28 on the November ballot would beef up funding for arts education in school districts — especially those with more low-income students. California currently guarantees that about 40% of the state’s general fund goes to education. Prop. 28 would add 1% to that and dedicate it to arts instruction. For next year, that comes out to about an additional $1 billion. Read more about all seven of the state’s ballot propositions.
