Butte, Yuba Supervisors Consider Opposing Needle Exchange Rule Changes

The boards of supervisors in Butte and Yuba counties Tuesday will consider opposing a state plan that some say will limit local control over needle exchange programs.

Critics say the proposed regulatory changes from the state would exempt the California Department of Public Health (CDPH) from complying with local ordinances that restrict syringe exchange programs.

Some local officials say that would mean the state could authorize and oversee needle exchanges regardless of local bans.

Butte and Yuba counties are the latest in a string of local jurisdictions that have considered opposing the rule changes. The city councils in Chico and Oroville approved opposition letters last week.

Yuba City-based Assemblyman James Gallagher is also backing the opposition effort.

CDPH declined an interview with NSPR.
