California is experiencing the worst drought in its history, and the effects are being felt nationwide. Thus water issues have taken center stage in much of our reporting and the nation's.As the New York Times says, "Water has long been a precious resource in California, the subject of battles pitting farmer against city-dweller and northern communities against southern ones; books and movies have been made about its scarcity and plunder. Starting Thursday residents in Corning will have to cut back how much they water their lawns and plants. New regulations are now in effect that restrict watering of lawns and ornamental landscaping to two days a week and only between the hours of 8 p.m. and 8 a.m.

Dawn Grine, Corning’s public works director, said the new regulations aim to reduce the city’s water usage by 25 percent and will be enforced by the Public Works Department.

“Basically when people, or the water consumers, are watering during the daylight hours that is when the violation occurs,” she said.

Those caught watering after 8 in the morning or before 8 at night will first receive a warning. A $50 fine will be issued for each following offense.

The two days outdoor landscaping can be watered is up to each resident. The new regulations only apply to lawns and ornamental plants and trees. They do not apply to vegetable gardens or fruit trees, which can still be watered any day and time.
