Flock Safety has poured more than $2 million into federal and state lobbying since 2025 as the fast‑growing surveillance company faces mounting scrutiny from lawmakers in both parties and privacy advocates over its ever-expanding network of license‑plate‑tracking cameras

The proposal was floated at a recent City Council meeting and comes after reports that Chico police shared license plate reader data with out-of-state and federal agencies, including ICE and Border Patrol.

As Chico awaits an audit of its license plate reader program, other North State agencies are taking different approaches to the technology amid growing privacy concerns nationwide.
